Clean Transport System
To achieve sustainability, Hong Kong should provide safe, accessible, efficient and clean transport systems and pedestrian facilities along with an efficient transport network for the movement of goods and facilitation of services for the community.
Electric Vehicles Roadmap
In 2021, the Government announced the Hong Kong Roadmap on Popularisation of Electric Vehicles, setting out the long-term policy objectives and plans to promote the adoption of electric vehicles (EVs) and their associated supporting facilities in Hong Kong.

To act in concert with Hong Kong’s target to achieve carbon neutrality before 2050

Key Measures

E-private cars
No new registration of fuel-propelled private cars including hybrid vehicles in 2035 or earlier

E-commercial vehicles
Promote trials for e-public transport and commercial vehicles proactively in the next few years, with a view to setting a more concreate way forward and timetable around 2025.

Government fleet
Set EV as standard for government small and medium private cars to be procured or replaced

Charging network
Develop a comprehensive and proper EV charging network comprising public and private charging facilities, and promote its marketisation for sustainable development

Maintenance services
Provide sufficient training, re-trainnig and education opportunities to groom professionals and mechanics to support development of EV technology and maintenance

Battery recycling
Strive to legislate a Producer Responsibility Scheme for retired EV batteries in the next few years
Hydrogen fuel cell (HFC) vehicles

HFC vehicles are gaining traction, especially in application for medium to large as well as medium-haul and long-haul vehicles. Cities in the Mainland, Europe and America have begun trials of hydrogen-fuelled single-deck and double-deck buses, and are planning for the establishment of hydrogen filling networks. Neighbouring Guangdong Province has established hydrogen production facilities which can provide a stable hydrogen supply to Hong Kong. We will also study the feasibility of using hydrogen-fuelled transport in Hong Kong, and consider the necessary supporting facilities, including construction of hydrogen filling facilities that meet the specifications, and train relevant technicians in the safe use and maintenance of HFC vehicles, etc.
The first HFC double-decker has commenced operation and the first hydrogen refueling station has commenced services in Hong Kong.
New Energy Ferries

The Government also set aside $350 million to provide subsidies to four in‑harbour ferry operators for the construction and trials of electric ferries and the related charging facilities, with a view to testing the technical and commercial viability of using electric ferries in Hong Kong. The trials are expected to commence in 2024.
